[M138][Win] Fix video decode artifacts on some OEM devices with MTL graphics. Disables decoding into texture with slice array on selected Intel graphics driver versions and platform. These drivers/platform combination is known to have issue handling rendering of array texture when multi-plane-overlay(MPO) is disabled due to OEM device config. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
