Remove obsolete Android versions from packager. Remove packages for SDK 28 and earlier as we've been using SDK 29 for some time already. Keep SDK 29 for now until the SDK 30 roll is successfully completed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
