Componentize chrome/browser/ui/passwords/bubble_controllers

This CL adds a BUILD.gn file to drive the compilation of
c/b/ui/passwords/bubble_controllers/.

Additionally, it also:

- adds a BUILD.gn to
  c/b/ui/passwords/bubble_controllers/password_change/

- starts the componentization of the upper directory
  chrome/browser/ui/passwords, with the minimal headers needed in
  order to avoid having circular dependencies against headers in
  //c/b/ui:ui.

No behavior change intended.
