Update ScreenAIInstallState's Ready and Failed states. Deprecated `Ready` state is removed from ScreenAIInstallState as it is now queried by the clients for different service separately. `Failed` is renamed into `DownloadFailed` since it does not any more represent failures related to service initialization. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
