Join Client Side Phishing metadata on class_name rather than index The server-side team would prefer to join in this manner. This change is backward compatible since existing models all use the same class names in the same order. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
