Back out 'n1-highcpu-4' swarming config for Mac11 Tests. This change undoes the work done in https://crrev.com/c/2878560 now that we should have enough Mac11 x64 test capacity, and tests will go back to running with the defaults (not targetting any particular kind of hardware). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
