[headless] Start new headless Chrome in incognito mode by default. New headless chrome will start in incognito mode unless user data directory is specified with --user-data-dir switch. Even with --user-data-dir incognito mode can be forced by explicitly adding --incognito switch. This makes new headless behavior to match the old headless behavior which is what users expect. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
