Integrate HaTS in UMA

We will allow HaTS surveys to opt-in to the emitting all non-free-form
survey responses to both Lisntr and UMA. This CL provides the infrastructure
necessary for a survey to send to UMA histograms for their survey by providing
a `histogram_name` parameter to their survey feature.
