[ios] Fix the Notification Settings banner image

This change updates the banner size and hides it depending on the width
of the view. For very narrow widths with iPad multiwindow and for
landscape iphones, the banner will be hidden.

It also fixes an issue with adjusting the height of the table view when
the width changes.
