Revert "[omnibox] Add and load Pedal concept data for de, en, fr, ja, zh-CN" This reverts commit 1e6642b0358084c7d9069dca4fd03cad16641700. Reason for revert: This change broke a translation extraction tool process outside of Chromium. It can probably be updated to handle the change, and better to not be broken in the meantime.
