Deflake multiple FileTasksNotifierTest.FileTask fixtures These tests a reliable when run locally, but intermittently fail on the bots, due to failure to register the "downloads" volume. Speculative fix: revoke all external mount_points prior to starting each test to see if that eliminates these bot flaky failures. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
