[XR] Implement new drag and drop API to create new window This change adds support for SysUI API that handles drag and drop that ended outside of the activity window. This also allows new activities to be created at the exact spatial location where the drop occurred. The previous implementation was removed as not applicable together with corresponding test cases. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
