ModelLoadManager cleanup: Flip notified_about_ready_for_configure_ This CL changes ModelLoadManager::notified_about_ready_for_configure_ to delegate_waiting_for_ready_for_configure_, and accordingly inverts its values. The new name better reflects the actual semantics (e.g. previously, it had to be set to "true" in cases where no configuration was ever started). No behavior changes. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
