Populate runtime experiment params and allow runtime feature enablement

`VariationsService` now copies the params of runtime-mutable experiments
from the seed into their `RuntimeFieldTrialInfo`, so
`FeatureParam<T>::Get()` returns them for the features that the
experiment enables. Experiments with params are no longer rejected, so
the `kRuntimeExperimentHasParams` histogram enum value is deprecated.

Runtime-mutable experiments that enable features can now be applied too,
as runtime mutability now supports both enabling and disabling features.
The `kNotStrictKillswitch` histogram enum value is deprecated.

The post-apply sanity check now verifies that each feature points to
the newly applied `RuntimeFieldTrialInfo` itself, rather than to one
with the same trial name, since that object now also carries the
params.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
