[DevTools] Migrate off of UI globals

The CL replaces uses of instances put on the global UI object in web
tests. Still uses `panels` which is non-trivial to replace, but accesses
the UI object on window instead of the global, so as to not clash with
the import.

Drive-by: Fix naming for a couple imports: XModule -> X

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
