[FSA] Update FSA permission context to support user interaction with Page Info UI

Adds / updates methods in the File System Access permission context
that are required for implementing the Page Info UI extended permissions
toggle feature and scrollable panel feature  on a followup CL.

Refactors PWA install/uninstall code to encapsulate upgrading or
downgrading grants from extended permissions in a separate method.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
