[User Education] Keep help bubble and anchor on screen after filter. This solves the other problem given in the attached bug, where applying a filter (or anything else that causes the offsetParent of the help bubble to change size) results in the bubble being incorrectly positioned. This CL looks for these changes and then repositions and re-centers the help bubble. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
