LacrosTablet: Check snapped state for Lacros on tab dragging

This CL implements IsSnapped() for Lacros so that Lacros can now refer
to snapped state to decide the window position on tab dragging.

The similar fix may be applicable for other functions flagged out by
IS_CHROMEOS_ASH in this file, so I will investigate each of them to
check we really can apply Ash impl to Lacros and what fixes what
features.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
