Reland "Add more test exceptions for android test run" This reverts commit c5825110ae11eb427721c4d48f477257fb5d0afa. Reason for revert: Updated the scripts to only register the new types of exceptions, but still raise the original ones. It is because the upper level code `LocalDeviceTestRun.RunTests` has additional exception handling which don't work with the new types. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
