Reland "Add more test exceptions for android test run"

This reverts commit c5825110ae11eb427721c4d48f477257fb5d0afa.

Reason for revert: Updated the scripts to only register the new
types of exceptions, but still raise the original ones.
It is because the upper level code `LocalDeviceTestRun.RunTests`
has additional exception handling which don't work with the new types.
