[Cast Streaming] Enable casting of system audio on MacOS. The ScreenCaptureKit implementation for audio capture landed in M119. We can use it to support screen casting with audio on MacOS in M121. If there are stability issues, we can use a Finch kill-switch to disable it. Separately, I will be enabling system audio casting to speakers behind a different switch. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
