Avoid duplicate upper/lower case locales in localeToDisplayName. I confirmed in the debugger that we previously were storing both upper and lower case locales in localeToDisplayName (e.g. `en-us` and `en-US`). This change converts it all to lower case for consistency. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
