shimless: Update code usages of 'cancel' to 'exit'
* Change usages of 'cancel' to 'exit' in the main nav and the onboarding page
* Update tests to reflect changes
* Additional CLs will follow that will continue to refactor 'cancel' to 'exit' in the code

standalone shimless config.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
