sql: Add CHECKs that BuiltInRecovery is used correctly

Recovery cannot proceed if
- a null DB is passed,
- the DB is not open
- the DB is in-memory, or
- an error callback is set

Adds a death test for each of these cases, as well as a new
has_error_callback() getter

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
