Simplify FedCmAccountSelectionView (part 3/N) This CL deletes AccountSelectionViewBase::Observer and replaces callsites with FedCmAccountSelectionView. FedCmAccountSelectionView and AccountSelectionViewBase are already tightly coupled with multiple layers of re-entrancy. The Observer interface adds abstraction and complexity for no benefit. Removing it and directly referencing FedCmAccountSelectionView makes the existing logic clearer, and will make it easier to move code around for subsequent refactors. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
