media: Use TRACE_ID_WITH_SCOPE in CdmPromiseAdapter
Promise IDs are just integers and cannot be unique in the process. Use
TRACE_ID_WITH_SCOPE to provide a scope to solve this.
Manually tested by grabbing a trace and inspected the trace file to
make sure the trace ID is not a 32bit integer anymore:

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
