[omnibox] Add batch 2 user-facing pedals labels to grdp and code

This CL copies user-facing omnibox UI strings from the pedals database
into the existing .grdp file, and references these new IDS_ strings
from the pedals implementation code.

The database also cross-references these IDS_ strings to help l10n
localize the new strings. When available, nonempty IDS_ strings will
be preferred to data loaded from the JSON at runtime.
