[Tab Group Sync] Update local tab group when connecting to new saved group

This CL makes the behavior of UpdateLocalTabGroup() method on desktop
similar to the iOS implementation, allowing simultaneously connecting a
local tab group to a new saved tab group, and then updating its content.

This CL does not have behavioral changes. It's a pre-requisite for a
seamless transition saved -> shared tab group on remote devices which
have open saved tab group which was shared on another device. The new
shared tab group should be connected to the existing local tab group,
and it may contain a different set of tabs.

To keep the existing behavior, a new method ConnectLocalTabGroup() was
added. It's called now instead of UpdateLocalTabGroup() but does the
same logic when the group wasn't connected.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
