[Profile creation] Fix a crash when sync gets disabled after "link data" This CL fixes a crash that happens in managed environment when sync gets disabled _after_ showing the enterprise "link data" dialog. Without this CL, an empty callback to open a browser window gets called resulting in an access violation. After this CL, the already opened browser window is used, instead. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
