[Signin][Android] Use AccountInfo while seeding accounts

Prior to this CL, the seeding flow on Android was passing
CoreAccountInfo objects from Java to C++, so there was no way to pass
extended account info like hosted domain. This CL changes the seeding
flow so AccountInfo objects are passed now.
