[Cormorant] Disable adding a spacer to the Cormorant feed in general, and adding a bottom margin to the Cormorant error illustrations. Currently when an error scenario shows up, the feed allows the user to scroll the view. This is because when there are 2 or less items in the feed, a spacer is added. This code disables adding a spacer, and adds a bottom margin so that the view does not get clipped when scrolled. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
