Add ExtensionManifestV2Availability policy into ExtensionManagement Make the class load the policy value, store it as GlobalSettings and return it via two new APIs. Plus: Refactor for extensions::internal::GlobalSettings. Using absl::optional instead of an additional boolean to indicate whether a configuration is set or not. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
