Re-enable lacros for Document Picture in Picture

After local and bot testing, I think that Document Picture in Picture
is no longer causing test flakiness.  Or, if it is, the data I'd get
from those flakes would really help to figure out what's broken.

What I checked:
 - Re-ran several weeks ago with the offending DCHECK[1]
   converted into a CHECK.  All runs passed.
 - Couldn't repro locally on lacros-on-linux.
 - At some point [1] later, the rest of the previously failing test
   was turned off for lacros for being flaky, even with the Document
   Picture in Picture changes still turned off.  The failure [2]
   is the same DCHECK that Document PiP triggered sometimes.
    - Check was for IsVisible, here [3].
 - Re-based and re-ran again.  No issues, though wouldn't expect
   any now.

I don't know why the test was more flaky with Document Picture
in Picture enabled.  We've made quite a few modifications to
Document PiP for other platforms, including CrOS, so it's
believable that some change we made was relevant in making it
hard to repro now.  However, since the test is flaky anyway, it
suggests that Document PiP was just the messenger.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
