Add smoke test that texImage2D doesn't lose bit depth texImage2D from a 16-bit-per-channel PNG should be copyable into WebGL without a lossy intermediate conversion to 8bpc. Test by uploading into an RGB10_A2 texture and then downloading the result back. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
