Remove '--' cmdline arg from CrOS HW perf benchmarks The build/chromeos/test_runner.py harness stopped supporting or expecting the '--' string on the cmd line. But CrOS HW perf tests are still passing it. So this removes it from them as well. The removal had no effect on telemetry-based functional tests, so hopefully that means it'll have no effect for perf tests either. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
