[iOS]Introduce interruptible-coordinator-stop-synchronously

This CL introduces the feature flag
"interruptible-coordinator-stop-synchronously".

While this flag is disabled, there is no change in the execution
of the code.

When this flag is enabled, the add account signin manager
don’t send any completion to `identityInteractionManager`. Instead
it executes the completion synchronously, after having called sent
the request to stop the add account view.

This CL also updates the fake so that it checks that the received
completion is nil, as is now expect no value.

Once the flag is removed, we can change the API to remove
the completion block parameter entirely.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
