gpu: Add DRM modifiers and render node to capabilities in GPU process

Exo, the Wayland compositor in ChromeOS, needs to know the DRM
formats and respective modifiers that the graphics driver can
import, as well as the used render node. Query these using the
respective EGL extensions if the GLES render backend is used
on ChromeOS and add them to the capabilities.

The code here was previously reverted multiple times because of
buggy drivers and ANGLE bugs. It now contains several precautions,
hopefully covering all problematic cases.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
