Undo what remains of crrev.com/c/5247180 In crrev.com/c/5247180, to address a specific problem in Lacros, an instance variable called active_task_id_ was introduced in task_manager_table_model.{h,cc}, alongside a few other helper functions that were virtual. Later on, similar problems were addressed for macOS too. As a result, some code in crrev.com/c/5247180 were then used by both Lacros and macOS, two separate desktop platforms. Now that Lacros is sunsetted, this CL aims to undo what remains of crrev.com/c/5247180. As a by-product, this CL also removes a virtual function that is now unused by both Lacros and macOS. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
