[CrOS Settings] Toast if download eSIM profile click without connection. Show toast in internet_detail_page if a pending eSIM profile in cellular_networks_list is attempted to be downloaded but the user is not connected to a non-cellular network. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
