Show the install dialog from the GIOC flow.

This CL does 2 things:
1. Replaces ChromeOsAppInstallDialogParams with mojom::DialogArgsPtr
   for passing app data to the dialog.
2. Shows the install dialog from the GIOC flow.

The actual install from the GIOC flow will happen in a later CL.
