Add block list feature to forced colors state in Blink

This CL adds the page colors block list feature for the forced colors
state in Blink. The addition of this feature improves user experience
by allowing the exclusion of specific sites from forced colors mode,
particularly where it may render the site unusable.

This CL also adds a new browser test to verify the behavior of forced
colors mode with and without the block list feature.
