glic: Upstream some default Finch parameters

Now that Glic is generally available, some of these URLs now be
upstreamed, which makes it easier for Chrome developers to test without
needing to specify them at the command line.

The key URLs are still limited to Chrome-branded builds since these
aren't intended to load in general Chromium browsers anyhow.

Support URLs are not upstreamed because some are platform-specific and
seem more likely to change, and Chrome works normally without them
anyhow (aside from now showing some support links).
