Hide blockage indicators after 60 seconds When a site tries to use a permission-gated feature but the permission is not granted, Chrome shows a permission-blocked activity indicator. This CL hides the blocked indicator after 60 seconds. Currently, applicable only for Camera and Microphone permissions. It is gated behind `ImprovedSemanticsActivityIndicators` feature. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
