[ChromeRefresh2023] Make update row stand out in app menu Per UX requests. See bug for details. This CL also removes the ChromeRefresh2023 feature check for adding the Chrome Refresh color mixer since Chrome Refresh has been fully launched. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
