breadcrumbs: migrate KeyedService, ...StorageMgr This change migrates BreadcrumbManagerKeyedService and BreadcrumbPersistentStorageManager into the breadcrumbs component. They are being migrated together because they depend on each other. BreadcrumbManagerKeyedService depends on BrowserState (iOS-specific) to determine whether the browser context is off the record or not. This dependency is removed by passing bool is_off_the_record directly. BreadcrumbPersistentStorageManager depends on the iOS-specific BreadcrumbPersistentStorageUtil to get the old filenames for breadcrumb files (before they were renamed to platform-neutral names). This dependency is removed by passing the filenames directly. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
