Move policy::ProfileSeparationPolicies instead of copying it when returning it after fetching it. This change applies a few changes to the code flow where ProfileSeparationPolicies is passed around: - Make the Policy fetch callback to pass the policies via && - Make the intermediate callbacks to use ProfileSeparationPolicies&& as argument to avoid unnecessary copies. - Make the tests use the ProfileSeparationPolicies&& as well. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
