[ZPS] add feature param to fine-tune maximum size of in-memory ZPS cache

In order to determine the right balance between cache performance and
increased memory usage, it's necessary to experiment with different
maximum cache sizes to determine the optimal cache size.

This CL adds a new feature param which defaults to 10 entries, but is
configurable via experimentation to evaluate the optimal cache size.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
