Bring Autofill address augmentation layer to Android.

Extends the logic from crrev.com/c/3653836 to Android.

This is archived by making `ExtendAddressComponents` part of
autofill_address_util.h's interface (instead of living in an
anonymous namespace in the cc file). The function is then used in the
autofill_profile_bridge.cc to deliver the correct address format to
Android (which is used in [1]).
