Do not build clang profiling runtime in a non-target toolchains. The promary goal of profiling is usually the target code, not the code that is built and used on a host side. This change disable clang profiling in a toolchains other than a target one to avoid link-time issues. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
