[iOS] Manage close all/undo directly in the appropriate mediator

Incognito and Regular page have different behavior when user tap on
"Close All" button. This CL, separes functions and put it in their
associated mediator and put `NOTREACHED_NORETURN()` in the base class.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
