[journeys] Fix History.Clusters.Actions.InitialState overwriting state History.Clusters.Actions.InitialState currently overwrites the initial state if the user makes another same-document navigation within Journeys, which happens if the user executes an in-page search or switches tabs between History and Journeys. This CL fixes that, as well as does a few other small cleanups. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
